Hurling rule changes to restrict handpasses and increase step limit

The GAA’s Hurling Expert Advisory Group has proposed a series of experimental rule changes designed to accelerate gameplay. The recommendations, chaired by former Cork manager John Meyler, are scheduled for trials in Higher Education hurling league competitions later this year.

A central component of the proposal is a restriction on consecutive handpasses. Under the new rules, a player who receives a handpass from a teammate and subsequently attempts another handpass would commit a technical foul, resulting in a free for the opposition. Additionally, the definition of a legal handpass would require a ‘clear and definite’ striking action; any ambiguity in the execution would favor the defending team.

To provide players with more time and space in possession, the current four-step limit for carrying the ball would increase to six consecutive steps. Other proposed changes include awarding two points for direct sideline cuts, adjusting puck-out procedures, and implementing new tackling regulations to prevent players from using their arms to hold opponents. The trials also suggest changes to throw-ins and the expanded role of linesmen.
