Hurlingham residents challenge municipal urban code
Residents of Hurlingham, Villa Tesei, and William Morris have filed an administrative challenge against the municipal urban code promoted by Mayor Damián Selci. The group, known as Vecinos Autoconvocados, submitted their claims to the Buenos Aires provincial Ministry of Government in response to Resolution 406/2026, which validated the municipal reform.
The residents allege that the municipality issued ‘express construction permits’ and intentionally delayed submitting necessary documentation to the province. They claim that while the ordinance was passed in December 2025, it was not sent to the province for six months, during which time construction permits were granted and works progressed.
Additional concerns raised by the group include the proximity of industrial areas to residential zones and the potential impact of new developments on public services and infrastructure. While these allegations have been formally presented, they represent claims made by residents and are not currently judicial findings of irregularity. The provincial resolution notes that the Municipality holds primary responsibility for territorial planning but must comply with provincial standards regarding infrastructure and community equipment.
