Hyogo Prefectural Police sued over death of 16-year-old detainee

A lawsuit has been filed against the Hyogo Prefectural Police in Japan following the death of a 16-year-old girl, Runa, who died of starvation months after being detained. The girl’s mother, using the pseudonym Yoko, alleges that the arrest and 18-day detention were unlawful.

According to the lawsuit, Runa was detained last year on suspicion of assault at a care home for people with special needs. Her mother claims the teenager was actually attempting to prevent an agitated resident from biting others. Runa was never charged with a crime. During her incarceration, she stopped eating, and following her release, she was diagnosed with post-traumatic stress disorder.

Her weight continued to decline until she died five months after her release, weighing approximately 20 kilograms. The mother is seeking 109 million yen (approximately $700,000) in damages, calling for police and prosecutors to reflect on their duty to protect citizens.
