Iranian officials, including the head of the Atomic Energy Organization, Mohammad Eslami, have maintained that the IAEA cannot inspect sites targeted by military action without the development of specific new protocols and criteria. IAEA Director General Rafael Grossi emphasized the need for a verifiable diplomatic agreement to resolve these recurring crises.
