Brazil's Receita adds 17 fuel firms to tax debtor list

On Tuesday the 28th, Brazil's Receita Federal published executive declaratory acts (ADEs) in the Diário Oficial da União, adding 17 fuel‑sector companies to the list of "devedores contumazes" and raising the total number of entities in the category to 22.

Earlier, at the end of June and the beginning of July, five large cigarette companies were also included. The list only contains taxpayers who have completed every step of the administrative process and have received a definitive classification.

Created by Complementary Law No. 225/2026, the classification targets firms with tax debt exceeding R$ 15 million, liabilities larger than declared assets, and repeated non‑payment within a twelve‑month period. It aims to combat strategic tax evasion, strengthen compliance, promote fair competition and increase transparency. The procedure is carried out by the Receita Federal together with the Procuradoria‑Geral da Fazenda Nacional (PGFN).
