ICAC and UNODC release global prison corruption risk management guidelines
The Independent Commission Against Corruption (ICAC) and the United Nations Office on Drugs and Crime (UNODC) have released the “Prison Corruption Risk Management Guidelines” during the 15th UN Conference on Crime Prevention and Criminal Justice in Abu Dhabi, United Arab Emirates.
Coordinated by ICAC Commissioner Hu Yingming, who also serves as the President of the International Association of Anti-Corruption Authorities, the project took over a year to prepare. The guidelines provide a systematic anti-corruption framework for prison systems worldwide, covering areas such as personnel recruitment and training, procurement and financial controls, reporting mechanisms, supervisory investigations, intelligence collection, and the application of prison technology.
Commissioner Hu emphasized that corruption within prisons threatens the safety of both staff and inmates and undermines rehabilitation efforts. Following this release, the ICAC plans to co-organize international training courses with the UNODC starting next year to provide practical training for prison management and law enforcement agencies globally.
