ICE actions trigger North Carolina border law and Mexican congressional mourning

The North Carolina General Assembly overrode Governor Josh Stein's veto and enacted the North Carolina Border Protection Act (SB‑153). The law expands cooperation between state agencies—including the Department of Public Safety, Department of Adult Corrections, Highway Patrol and State Bureau of Investigation—and U.S. Immigration and Customs Enforcement (ICE). It also mandates reviews of public benefit eligibility, imposes new obligations on public universities, and threatens legal action against local governments that adopt sanctuary policies. The measure took effect immediately.

In Mexico, the Congress of Guanajuato observed a minute of silence for Lorenzo Salgado Araujo, a Mexican migrant who died while in ICE custody in Houston, Texas. Legislators called for stronger consular support and urged the federal government to allocate resources to protect Mexican migrants abroad. Mexico's foreign ministry announced it will pursue legal complaints against the ICE agents involved and seek accountability for the death.
