ICE Agent Shoots Colombian Delivery Driver in Maine, Prompting Oversight Questions

On July 13, 2025, Immigration and Customs Enforcement (ICE) officer David Brouillette rammed and fired into the windshield of a car driven by 25‑year‑old Colombian national Joan Sebastián Durán Guerrero in Biddeford, Maine. Guerrero, a food‑delivery driver authorized to work in the United States, was shot while heading to work; his wife and three‑year‑old daughter arrived at the scene moments later. The Department of Homeland Security initially said the officer fired because the vehicle was attempting to flee, but video from doorbell and business cameras showed the driver was not a threat.
