Early voting for Iceland’s referendum began on 27 July 2024, allowing citizens to cast mail‑in ballots in Reykjavík and at embassies abroad. The vote will close on 29 August, when Icelanders will answer a single question: whether to resume negotiations for European Union membership that were halted in 2013‑2015.

Polls show a narrow split. A Gallup survey of 1,993 respondents released on 29 June found 52 % backing the restart of talks and 48 % opposing it. The government, led by Prime Minister Kristrún Frostadóttir, argues that shifting international circumstances – including heightened security concerns and the United States’ interest in Greenland – make the timing favourable. Frostadóttir insists the referendum is about authorising negotiations, not an immediate decision on membership.

Opposition parties, represented by leaders such as Gudrún Hafsteinsdóttir, have warned Brussels not to interfere and have called for a fair public debate. The Icelandic business federation (Samtök atvinnulífsins) remains largely sceptical, with recent Gallup data showing about 60 % of member firms opposed EU accession, citing sovereignty over fisheries and agriculture. Should the referendum approve restarting talks, a second vote would be required later to decide on full EU membership.
