Icelandic municipalities fail to disclose mayoral appointment contracts

An investigation of the 30 most populous Icelandic municipalities found that the majority have not made public the employment contracts of their appointed city or town managers, a position equivalent to mayors. While Icelandic law obliges municipalities to have such contracts, it does not require them to be published. Only a handful—Reykjavík, Kópavogur, Hafnarfjörður, Garðabær and Akureyri—have disclosed the agreements through council meeting minutes, whereas others such as Reykjanesbær, Akranes, Múlaþing and Árborg have not.

The review highlights a correlation between population size and contract transparency, with larger municipalities more likely to publish the documents, while smaller ones in the 11‑30 population brackets show decreasing disclosure rates.
