ICRIR report finds Rory O’Kelly murder was planned by Provisional IRA

A new report from the Independent Commission for Reconciliation and Information Recovery (ICRIR) has concluded that the 1977 murder of Rory O’Kelly was “carefully planned by the Provisional IRA”. O’Kelly, a 59-year-old assistant director for the Office of the Director of Public Prosecutions for Northern Ireland, was shot dead at Lyttle’s Bar in Coalisland, Co Tyrone, while attending a funeral.

The 124-page report identifies O’Kelly as the fifth person connected to the administration of justice murdered by the Provisional IRA, stating the intent was to “undermine it by terrorist threat”. While the commission found it was not possible to identify the specific individuals responsible for the killing, it confirmed he was targeted due to his professional role.

O’Kelly’s daughter, Anne, expressed gratitude for the investigation, noting that the findings provided a sense of release. The report follows a significant meeting last year between investigators and O’Kelly’s relative, Roger, who received hospice care in Birmingham. For the family, the investigation offered a way to establish an official record of the event after nearly five decades.
