ICRIR review finds toxic culture of fear in Northern Ireland legacy body

A review of the Independent Commission for Reconciliation and Information Recovery (ICRIR) has uncovered a “toxic” and “divided” working culture within the organization. The review, conducted by former Northern Ireland Civil Service permanent secretary Peter May, revealed a culture of fear where staff members across various levels of seniority expressed concerns that speaking out could lead to negative consequences.

Concerns regarding the workplace environment were reportedly raised primarily by women. The ICRIR was established under the Legacy Act to investigate cases related to the Troubles following the cessation of legacy inquests and court processes. The body is currently reviewing over 100 cases, including several major historical bombings, though it has not yet released any official reports.

ICRIR chief commissioner Sir Declan Morgan expressed regret over the findings, stating he was “deeply sorry that this has happened on my watch” and affirming a commitment to addressing the issues. Former Northern Ireland secretary Hilary Benn described the findings as “unacceptable.”
