IFAB reviews penalty shootout rules and VAR protocols
The International Football Association Board (IFAB) is analyzing potential rule changes for football, focusing on penalty shootouts, match interruptions, and the Video Assistant Referee (VAR) system. During a virtual meeting of technical and advisory panels, a proposal was supported to introduce a single draw before penalty shootouts. Under this system, the winning captain would choose either the goal to shoot at or the order of the kicks to ensure greater equity.
However, panels rejected the idea of extending the five-second countdown—currently used for throw-ins and goal kicks—to corner kicks and free kicks, citing tactical complexity.
Regarding technology, IFAB announced a comprehensive review of the VAR system and its protocols. This review will incorporate feedback from various football stakeholders and independent data analysis to improve efficacy and acceptance. Additionally, updates were provided on the Football Video Assistant (FVS) system, an alternative designed for competitions with limited infrastructure.
