IHRU launches platform to boost affordable rental housing in Portugal

The Institute for Housing and Urban Rehabilitation (IHRU) has launched the ‘Investir-Arrendar’ electronic platform to simplify access to incentives for affordable rental housing. Available via the Housing Portal, the platform allows for the submission of contracts under the Simplified Regime for Affordable Renting (RSAA) and the management of applications for Rental Investment Contracts (CIA).

The RSAA replaces the previous Rental Support Program (PAA) and establishes maximum rent limits based on municipality and housing type, offering exemptions from IRS or IRC on rental income for qualifying contracts.

The CIA program aims to encourage the acquisition, construction, or rehabilitation of properties for rental purposes. These contracts, signed between the IHRU and investors, last between 10 and 25 years and may provide tax benefits regarding IMT, Stamp Duty, VAT, IMI, and the additional IMI (AIMI). These measures are part of the ‘Construir Portugal’ strategy to increase the supply of moderate-priced housing.
