İŞKUR to change unemployment benefit calculations for multi-job workers
İŞKUR is initiating changes to its unemployment benefit calculation methods following a recommendation from the Ombudsman Institution (KDK). The move addresses complaints from workers who held simultaneous jobs at two different workplaces.
Previously, İŞKUR calculated benefits using the arithmetic average of earnings from multiple employers rather than the total combined earnings. This practice resulted in lower benefit payments for individuals who contributed premiums from multiple sources. The KDK determined that using an arithmetic average was contrary to the principles of social security and fairness, as it was not explicitly mandated by law.
Under the new approach, the total earnings reported to the Social Security Institution (SGK) over the last four months will be evaluated together, subject to the legal ceilings defined in Law No. 4447. İŞKUR has begun working on amending its Unemployment Benefit Circular to implement these changes and will recalculate benefits and pay any identified retroactive differences to eligible recipients.
