Iliyana Yotova proposes constitutional reforms for Bulgaria

Bulgarian President Iliana Yotova has announced that if elected for a full term, she intends to propose constitutional amendments focused on decentralization and reforming the appointment of caretaker governments.

One primary goal is to remove the so-called ‘domova kniga’ (house book), a restriction introduced in 2023 that limits the president's ability to select a caretaker Prime Minister to a specific list of high-ranking state officials. Yotova seeks to restore greater freedom to the head of state in forming caretaker cabinets.

Additionally, Yotova aims to strengthen the decentralization of power by granting Bulgarian municipalities more autonomy and decision-making authority. She emphasized the importance of local governments supporting national governance by empowering successful mayors to develop their regions more effectively.

Regarding the judiciary, the President noted that while specific individuals are under discussion, her priority is ensuring that members of the Supreme Judicial Council are authoritative figures who can restore public trust in the legal system. She also indicated that a new Prosecutor General could potentially be appointed by the end of this year.
