Illinois cities impose data center moratoriums amid water and power concerns

State lawmakers in Illinois have delayed statewide data‑center legislation, prompting local jurisdictions to act. At least six counties and nine municipalities have adopted moratoriums or specific rules, citing fears that large data‑center facilities could overtax the electric grid and deplete water resources from Lake Michigan and rural wells.

In Carbondale, the city council voted on June 23 to impose a one‑year moratorium on new data‑center projects while it drafts zoning regulations. Officials said the pause addresses community and quality‑of‑life concerns—including noise, lighting, electricity demand and water use—and will give time to set standards such as setbacks, noise caps and water‑recycling requirements.
