Illinois EPA releases plan to reach net-zero emissions by 2050

The Illinois Environmental Protection Agency has released a Comprehensive Climate Action Plan, concluding that while the state has made progress in reducing greenhouse gas emissions, it is not currently on track to meet its goal of net-zero emissions by 2050.

Between 2005 and 2023, Illinois reduced its net greenhouse gas emissions by 32%, largely due to shifts in electric generation. To reach the 2050 target, the report indicates that significant changes will be required across multiple economic sectors, including transportation, manufacturing, agriculture, waste disposal, and building construction.

The plan outlines scenarios to reduce the state's carbon footprint to 72% below its 2005 baseline or to virtually eliminate all carbon emissions through regulatory changes and incentive packages. The report suggests that achieving these goals could result in $21 billion in annual net economic benefits. Additionally, Illinois received a $430 million grant from the U.S. Environmental Protection Agency in 2024 via the federal Climate Pollution Reduction Grant program to support emission reduction efforts.
