Illinois ex‑Rep. Harry Benton found to have pattern of sexual harassment

The Illinois Legislative Inspector General released a seven‑page report concluding that former state Representative Harry Benton engaged in a “pattern and practice of inappropriate sexual conduct.” The report documented two misdemeanor sexual‑harassment incidents that began shortly after Benton completed his initial training in 2023. It also noted that House Speaker Emanuel “Chris” Welch’s office was aware of an allegation as early as April 2023 but did not act until July 2023, and that Welch’s office spent $1.4 million supporting Benton’s 2024 reelection campaign.

The Inspector General, Mike McCuskey, recommended that the House not pursue expulsion proceedings because doing so would require a special session and be lengthy. However, the report highlighted inaccuracies in the initial complaint handling, including disputed statements and timelines provided by the complainant. Republican Leader Tony McCombie said the speaker’s inaction allowed further allegations to surface.

The findings have intensified calls for accountability within the Illinois House and raised questions about the handling of harassment complaints by legislative leadership.
