Illinois Gov. JB Pritzker signs suite of bills on health, consumer safety and low‑income energy aid

Governor JB Pritzker signed 31 new Illinois laws covering a range of issues. Senate Bill 3341 lets minors obtain birth‑control pills without parental consent, joining half the states with similar rules. House Bill 3409 bans eleven harmful chemicals in cosmetics, aligning state standards with the European Union. House Bill 4537 brings Illinois into compliance with the 2023 Supreme Court decision on property‑tax sales, requiring surplus auction proceeds to be returned to owners. Senate Bill 2909 prohibits the use of artificial intelligence to evaluate teachers, while House Bill 4577 formally defines play‑based learning for kindergarten classrooms. House Bill 4203 expands the definition of “at‑risk” for ovarian cancer and broadens recommended screening methods.

In a separate package, Pritzker approved two bills that expand low‑income energy assistance. House Bill 4456 strengthens the Illinois Commerce Commission’s authority to approve utility‑discount programs, and House Bill 5524 creates a tiered discount system covering 5% to 84% of monthly electric or gas bills for households at or below 300% of the federal poverty level, with automatic enrollment for qualifying LIHEAP recipients.
