Illinois Governor JB Pritzker signs utility bill reforms to lower rates and expand discounts

Illinois Governor J.B. Pritzker signed two measures – House Bill 4456 and House Bill 5524 – aimed at easing utility costs for residents. The legislation broadens discount programs for low‑income households, allowing the state commerce commission to authorise tiered reductions of 5 % to 84 % based on income, household size and local utility rates. Qualifying customers, including those in the Low‑Income Home Energy Assistance Program, are automatically enrolled but must renew annually. The bills also require utilities to present monthly charges more clearly so consumers can better understand their bills.

In a separate discussion at an Aspen Institute climate conference, Pritzker highlighted ongoing efforts to regulate data‑center energy use. He noted the unfinished POWER Act, which would expand permitting, reporting, and community‑fund contributions for new data centers, and said, “I don’t have the power in Illinois as governor to put a moratorium on construction of these data centers.” The governor stressed that local communities should decide on any moratoriums and that rising electricity demand across industries, including data centers, contributes to higher rates for ratepayers.
