Illinois Governor Pritzker Signs Expanded Labor, Wrongful‑Conviction and Immigration Bills

In June 2025, Illinois Governor J.B. Pritzker signed three bills—HB 1189, SB 1344 and HB 2488—that amend the state Prevailing Wage Act. The amendments broaden the definition of public‑works projects to include federal construction and sewer‑inspection work, require contractors to pay the higher of the Illinois or federal prevailing wage, and impose new penalties of up to $2,000 for failure to file certified payroll records.

The General Assembly also passed several other measures now awaiting the governor’s signature. HB 3663 would raise restitution for people wrongfully convicted, allowing awards of up to $50,000 per year of wrongful imprisonment and $25,000 per year of wrongful parole or probation. HB 5024 would prohibit the construction or operation of new immigration detention centers within 1,500 feet of homes, schools, parks, places of worship and other sensitive sites. HB 4418 creates a Plastic Pellets Pollution Control Act, classifying plastic pellets as pollutants and directing the Illinois EPA to develop controls. HB 4966, the SECURE Act, strengthens privacy protections for children in foster care placed out of state. All bills are set for the governor’s approval.
