Illinois hospitals face $4 billion revenue loss from Medicaid policy changes

Illinois hospitals face a potential revenue loss of more than $4 billion over the coming years due to upcoming changes in Medicaid rules. A study by the nonpartisan think tank KFF and estimates from the Illinois Health and Hospital Association (IHA) indicate that new caps on ‘state directed payments’ (SDPs) threaten the financial stability of facilities serving vulnerable populations.

Under the current managed care model, states direct managed care organizations to provide higher reimbursement rates to specific hospitals for certain services to ensure viability. The proposed changes would limit this ability. IHA officials warn that without congressional intervention, approximately half of the hospitals in Illinois may be forced to reduce staffing, cut services, or close entirely. State officials have indicated they lack the resources to offset these projected revenue shortfalls.
