IMDS launches comparative data platform for Brazilian states

The Instituto Mobilidade e Desenvolvimento Social (IMDS) has launched the ‘IMDS – Eleições: Panorama Estadual’ platform, a comparative tool featuring 228 indicators across all 27 Brazilian federative units. The data covers 12 socioeconomic themes, including education, health, security, and the business environment.

The study highlights significant regional disparities. In education, Ceará showed a notable increase in reading proficiency among 2nd-grade students, rising from 44.9% in 2021 to 72.1% in 2023, while Alagoas remained relatively stagnant. In health, tuberculosis rates increased between 2020 and 2025 in both Rio de Janeiro and Rio Grande do Sul.

Regional inequality is evident, with the North and Northeast regions containing the nine states with the highest proportions of extreme poverty. Conversely, the South, Southeast, and Center-West regions hold the most favorable positions. IMDS President Paulo Tafner stated the tool is intended to provide a precise analysis of regional realities and trajectories rather than a simple ranking, aiding informed debate during electoral cycles.

Additionally, a separate initiative involving the Ministry of Integration and Regional Development and the UNDP has introduced the Governing Capacities Index (ICG). This tool uses 82 indicators to assess the management capabilities of Brazil’s 5,571 municipalities, with specific focus on the Legal Amazon region.
