IMF begins economic reviews in Pakistan and Sri Lanka
An IMF review mission has commenced in Pakistan to conduct the fourth review of its $7 billion Extended Fund Facility (EFF) and the third review of its Resilience and Sustainability Facility (RSF). The mission is holding technical discussions with the State Bank of Pakistan in Karachi regarding inflation, monetary policy, and exchange rates, before moving to Islamabad to meet with the Ministry of Finance and the Federal Board of Revenue. Successful completion of these reviews could unlock approximately $1.2 billion in funding, including an estimated $1 billion under the EFF and $200 million under the RSF.
During a meeting at the UN General Assembly, IMF Managing Director Kristalina Georgieva praised Pakistan’s reform implementation for helping to restore stability and market access. Prime Minister Shehbaz Sharif noted that the IMF has expressed no serious concerns regarding the government’s Rs100 per litre targeted fuel subsidy for low-income consumers. The Pakistani Finance Ministry also clarified that the Petroleum Development Levy is not the central component of the IMF programme, which focuses more broadly on revenue mobilization and tax base expansion.
In Sri Lanka, IMF discussions regarding the seventh review of its EFF programme concluded without a staff-level agreement. While the economy has shown resilience with 4.2% growth in the second quarter, the lack of an agreement delays the release of the next financial installment. Prime Minister Harini Amarasuriya described the engagement with the IMF as a positive experience characterized by transparent dialogue, but officials noted that more time is needed to resolve technical issues, including 2027 budget plans.
