IMF report distinguishes Moldova and Ukraine in EU accession progress

An International Monetary Fund (IMF) report has distinguished Moldova from Ukraine regarding their respective paths toward European Union membership. While both nations applied for candidacy following the Russian invasion of Ukraine and have historically moved through the enlargement process in tandem, the IMF has grouped Moldova with the Western Balkans due to shared characteristics.

IMF Managing Director Kristalina Georgieva noted that Ukraine’s much larger size and ongoing military conflict are primary reasons for its separate classification. Although the IMF does not dictate the formal EU accession order, the report suggests Moldova is advancing at a faster pace in implementing necessary reforms.

Both countries have opened two enlargement clusters so far, focusing on areas such as the rule of law and external relations. EU officials have previously noted Moldova’s strong performance in accession talks, while Ukrainian leadership continues to face pressure to adhere to reform timetables despite the challenges posed by the war.
