IMF warns of excessive global debt and urges fiscal consolidation

During the IMF and World Bank annual meetings in Bangkok, Managing Director Kristalina Georgieva warned that “too many countries have excessive debt” and urged central banks to prioritize price stability. Georgieva noted that high interest rates are necessary to prevent future inflationary pressures and emphasized that preserving stability requires fiscal consolidation in highly indebted nations.

In Europe, the IMF projected eurozone growth at 1.1% this year and 1.2% next year, significantly trailing the United States and China. The fund warned that approximately three-quarters of European countries must implement structural reforms and deficit reduction measures—averaging 3.5% of GDP—to maintain sustainable debt levels. About one-quarter of European nations may need consolidation exceeding 5% of GDP.

Specifically, the IMF called on France to implement credible corrections to its public finances to restore investor confidence. France's debt is projected to rise from 115.7% of GDP in 2025 to 120.3% by 2027. Additionally, the IMF revised its 2026 global economic growth forecast upward to 3.1%, driven by artificial intelligence investment, though it noted that AI may contribute to short-term inflation.
