IMSS affiliation rates decline in Baja California and Ciudad Juárez

Social security affiliation rates are declining in parts of Mexico. In Ciudad Juárez, the number of domestic workers registered with the Mexican Social Security Institute (IMSS) has dropped by 22.24 percent this year, falling from 706 in December 2025 to 549 in the most recent report. This reduction includes 38 fewer women and 119 fewer men, representing a decline of over 40 percent for male workers.

On a broader scale, the state of Baja California reported a 3.3 percent annual decrease in affiliated employers as of July 2026, a decline that exceeds the national average of -2.5 percent. According to IMSS data, all 32 Mexican entities experienced a negative variation in employer affiliation during this period, with no states recording growth.
