INCAN official's phone to undergo forensic analysis in bribery probe
A judge has authorized the forensic extraction of data from a mobile phone belonging to Pánfilo Saldívar, an administrative official at the National Cancer Institute (INCAN). The investigation follows allegations that Saldívar demanded bribes to expedite surgical procedures.
According to the Public Ministry, the investigation began after a complaint was filed in April 2026. The case involves allegations that Saldívar requested 3 million Guaraníes to facilitate a surgery for a patient. A partial payment of 1 million Guaraníes was reportedly made in cash at the INCAN premises in January. Following the initial procedure, the official allegedly contacted the patient again via WhatsApp to demand the remaining balance and additional funds for a subsequent surgery.
The court order allows for the examination of call logs, text messages, WhatsApp communications, voice notes, and images recorded between January 1 and April 28, 2026. Saldívar has been charged with influence peddling and was previously subject to preventive detention.
