Incheon announces 17 trillion won supplementary budget
Incheon Metropolitan City has announced a second supplementary budget for 2026 totaling 17.0241 trillion won, an increase of 1.1551 trillion won (7.3%) from the previous budget. The city aims to ensure fiscal stability and support essential public services through rigorous expenditure restructuring.
A primary focus of the budget is the resumption of the ‘Incheon e-Eum’ local currency cashback program. Following a pause due to budget depletion, 77.9 billion won has been allocated to restart payments. To stimulate the economy during the Chuseok holiday, the city will offer a 10% cashback with a monthly limit of 1 million won from September 21 to the end of the month, followed by a 500,000 won limit for the remainder of the year.
Other key allocations include 287 billion won for urgent livelihood issues, such as childbirth support, youth rent assistance, and public transportation subsidies. The city also allocated 264.1 billion won for mandatory expenses, including elderly long-term care insurance and urban railway operating costs. By restructuring 211.4 billion won in underutilized or delayed projects, the city expects to improve its debt ratio from 15.0% to 13.6% without issuing new local bonds.
