Incheon Council Chairman urges enactment of Local Council Act

Park Jong-hyuk, Chairman of the Incheon Metropolitan Council, met with Kim Min-seok, leader of the Democratic Party of Korea, to advocate for the enactment of the ‘Local Council Act’ within the year.

Representing the Council of Chairpersons of Korean Provincial and City Councils, Park emphasized that while personnel rights have been somewhat independent, local councils still lack sufficient organizational, budgetary, and auditing powers to effectively support legislative activities. He argued that the law is essential to establish a legal foundation for local autonomy and to allow councils to properly check executive branches.

Kim Min-seok expressed agreement regarding the need to strengthen the role of local councils in communicating with residents and pledged active support to ensure the passage of the act this year. The meeting included several other regional council leaders and task force members discussing the institutional basis required for local autonomy.
