Incheon local governments and social service agencies sign 2026 wage agreements

Twelve local governments in Incheon, including Incheon Metropolitan City and Ongjin County, have signed a 2026 wage and collective agreement with the Incheon branch of the Public Transport Workers' Union. The agreement, reached after 10 rounds of main negotiations and 23 working-level sessions, includes a 3.5% increase in base pay, an increase in bonuses, and an expansion of the salary step ceiling from 31 to 32.

Separately, the Incheon Social Service Agency has also signed a 2026 wage agreement with labor unions representing care workers. The agreement aims to improve working conditions for caregivers and staff at affiliated facilities. Key measures include increasing welfare points, aligning caregiver wages with the Incheon living wage, and providing holiday allowances. Additionally, the agency will implement specific risk allowances for caregivers handling high-difficulty cases and establish a long-term service leave system for staff at the Incheon Social Welfare Substitute Manpower Support Center.
