Incheon shifts Jemulpo redevelopment toward practical tourism and urban renewal

Incheon Metropolitan City is restructuring its urban development strategy for the Jemulpo area, moving away from large-scale, idealistic blueprints toward more practical and phased implementation. The city is re-evaluating the ‘Jemulpo Renaissance Project’ to focus on three core areas: the redevelopment of Incheon Port Piers 1 and 8, urban development around Dongincheon Station, and the global branding of the Open Port area.

To address previous failures caused by low profitability and lack of private investment, the city is adjusting the scope of the Dongincheon Station project, reducing the total cost from 435.1 billion won to approximately 350 billion won. Meanwhile, a new initiative will invest 26.1 billion won between 2026 and 2032 to transform the Open Port cultural district into a stay-over tourism hub.

Key components of this plan include environmental improvements to Incheon Station Plaza and the creation of the ‘Jemulpo Time Road,’ an 1.883km walking course designed to connect historical and cultural landmarks. The city aims to expand visitor movement beyond the Chinatown area and intends to seek up to 15 billion won in national subsidies through urban regeneration programs.
