Incheon social welfare facilities report shortage of substitute manpower
A study by the Incheon Social Service Agency has revealed that only 37.1% of social welfare facilities in Incheon utilize the substitute manpower support center to cover staff absences caused by leave, training, or illness.
Among the 49% of facilities that have never used the service, 71.4% cited a lack of appropriate substitute personnel as the primary reason, while 42.9% noted difficulty in receiving support at necessary times. To address these gaps, the report suggests expanding the manpower pool and improving working conditions to attract more professionals.
Feedback from current and former substitute workers showed a satisfaction level of 3.86 out of 5, with the most significant area for improvement being wage levels (52.4%). Additionally, prospective workers expressed interest in participating in the program to gain experience, but cited job insecurity (56.1%) and insufficient wages (40.6%) as major deterrents. The agency plans to release a final report in November to establish a more stable operational system based on field demand.
