İnciraltı Development Plans Await Court‑Backed Revision in İzmir

The İnciraltı and Bahçelerarası area in İzmir has been the focus of a long‑running urban planning effort. The Ministry of Environment, Urbanisation and Climate Change released draft plans in May 2023, which were suspended and subsequently cancelled by a court ruling in October 2024. President of the İnciraltı Development Association (İNGEDER), Tayfun Karabulut, said the judicial decisions have halted the process but not ended it, noting that “the planning process’s completion is awaited with hope.”

Karabulut recalled the 2020 public campaign that used signs on the İzmir‑Çeşme highway, urging the President’s support and later meetings with AK Party İzmir MPs and Minister Murat Kurum. He said that, despite the setbacks, administrative and legal steps—such as the granting of non‑agricultural use permits—have strengthened the planning basis. The association now expects the revised plans to be re‑published and to incorporate measures for health tourism, thermal resources, green spaces, and a balanced protection of landowners’ rights.
