Incofer identified with management and strategic planning failures

The Comptroller General of the Republic (CGR) has identified significant management failures within the Costa Rican Institute of Railroads (Incofer). An audit revealed weaknesses in governance and strategic vision, specifically noting a lack of internal mechanisms to monitor and control the 2025-2029 Institutional Strategic Plan.

Key findings include a delay in organizational transformation, which had only reached 10% progress by the end of 2025. The report warns that these deficiencies jeopardize the institute’s operational and financial sustainability, as well as the execution of national railway projects. Additionally, freight transport tariffs do not reflect operational realities, and a slow update to the tariff model is impacting service competitiveness.
