Football regulator vows to resign over Man City political interference

David Kogan, chairman of the Independent Football Regulator (IFR), has vowed to resign if any political interference occurs regarding the investigation into Manchester City’s financial rule breaches. The club was recently found guilty by an independent commission of over 100 breaches of Premier League financial regulations occurring between 2009 and 2018. Manchester City has formally appealed the decision, with a hearing expected by late January 2027.

The potential consequences for the club are severe, ranging from heavy fines and points deductions to relegation or the stripping of previous titles. Furthermore, the IFR holds the authority to assess the suitability of club owners and could potentially force a sale of the club if the findings are upheld. This has sparked political debate following comments from Prime Minister Andy Burnham, who expressed concern over the potential impact of the Abu Dhabi-based owners being forced to sell.

In a separate finding, the IFR’s inaugural ‘State of the Game’ report highlighted significant financial instability within English football, noting that 94 percent of clubs in the top five divisions reported financial losses during the 2025-26 period.
