India adopts pre-emptive counter-terrorism strategy

India has implemented a strategic shift in its counter-terrorism operations, moving from a reactive security model to a pre-emptive, intelligence-driven doctrine. This approach aims to dismantle terror modules before they can execute attacks.

The national strategy, known as the policy for Response against Hostile Activities and Radicalism (PRAHAAR), was introduced in February. Security officials state that the directive instructs agencies to identify and neutralize threats before they materialize, rather than reacting after an incident occurs.

This pattern is being applied nationwide, with a specific focus on Jammu and Kashmir. Intelligence Bureau officials noted that despite efforts by the Inter Services Intelligence (ISI) to utilize overground worker networks and facilitate infiltrations, security agencies have successfully neutralized terrorists and busted multiple modules under the new doctrine.
