India and Japan develop roadmap for skilled worker mobility

India and Japan are developing a structured roadmap to enhance the mobility of skilled Indian workers to Japan. The initiative aims to fulfill a target of sending 50,000 skilled personnel to Japan as part of a broader human-resource action plan that envisages the exchange of 500,000 people over five years.

During a stakeholder consultation in New Delhi, Jayant Chaudhary, Minister of State for the Ministry of Skill Development and Entrepreneurship, emphasized the need to bridge institutional gaps and develop innovative funding pathways. He noted that administrative alignment between training institutions, such as Industrial Training Institutes (ITIs) and polytechnics, remains a primary challenge due to differing rules, procedures, and institutional legacies.

The proposed framework focuses on combining job-specific training with Japanese language and cultural preparation. It also seeks to improve coordination between government agencies, recruitment agencies, and industry representatives to create a more seamless connection between Japanese employers and Indian talent.
