India and Pakistan Accelerate Public AI Infrastructure Initiatives

India’s government has launched the IndiaAI Mission, allocating roughly ₹10.4 billion to build public AI infrastructure, including over 38,000 GPUs and support for twelve foundation‑model teams. The program seeks to replicate the success of earlier public‑investment models such as the telecom switch development by C‑DOT and the Unified Payments Interface, providing common compute resources while encouraging private innovation at the edges.

In Pakistan, officials argue that digital governance reforms are overdue. They call for civil‑servant training, university programmes to produce AI‑skilled graduates, and expanded public‑private partnerships to replace manual, paper‑based administration. With more than 140 million internet users, the country views AI as essential for improving service delivery, transparency and institutional credibility.

Both countries see public AI infrastructure as a strategic driver for economic growth and competition, aiming to move from reliance on foreign models toward domestically created capabilities.
