India Defence Minister Rajnath Singh Calls for Deeper Military‑Civilian Integration

Defence Minister Rajnath Singh addressed the 85th Armed Forces Headquarters (AFHQ) Civilian Services Day in New Delhi on 3 August 2026, urging tighter integration between the military and civilian branches of the Ministry of Defence. He said joint decision‑making across policy, administration, human‑resource management, finance, logistics and institutional memory would improve the defence ecosystem and help meet evolving security and technological challenges.

Singh proposed expanded cross‑exposure through joint training programmes and developmental assignments, highlighting the role of civilian officers as the “strategic brain” of defence management. He cited cyber warfare as an area where civilian expertise could develop defence‑specific tools, and suggested creating a forum to study Indian military history from a civilian perspective to generate fresh strategic ideas.
