India Finance Ministry urges shift to PPI for government contracts
The Indian Finance Ministry has urged all government ministries and departments to transition from using the Wholesale Price Index (WPI) to the Producer Price Index (PPI) for rate escalation and adjustment clauses in future procurement contracts.
This shift follows the Commerce Ministry’s decision to begin issuing monthly PPI data for both goods and services in June. The move aligns with international best practices and recommendations from the International Monetary Fund (IMF) to better reflect price movements at the producer level. By utilizing both Output PPI and Input PPI, the government can more accurately understand how inflation in input costs affects the prices of finished products.
The new PPI series uses 2022-23 as the base year. The initial phase of the Service PPI covers seven sectors: banking, securities transactions, insurance, pension fund management, railways, air passenger services, and telecommunications. To ensure a smooth transition, the revised WPI series will continue to be released alongside the PPI for five years before being discontinued.
