India launches DILRMP 3.0 digital land records programme

The Indian government has launched the operational guidelines for the third phase of the Digital India Land Records Modernisation Programme (DILRMP 3.0), scheduled to run from April 2026 to March 2031. With an outlay of Rs 565.50 crore, the initiative aims to transition land administration from basic digitization to an integrated, GIS-enabled Land Stack.

A central feature of the programme is the Universal Bhu-Aadhaar (ULPIN), which mandates a 14-digit Unique Land Parcel Identification Number to uniquely identify every geo-referenced land parcel in the country. The programme also focuses on cadastral georeferencing, paperless property registration through modern Registration Seva Kendras, and the integration of Revenue Court Computerized Management Systems to reduce litigation delays.

In Odisha, officials noted significant progress toward digitization, with modern record rooms established in 311 of the state’s 317 tehsils. The new phase seeks to integrate land records, cadastral maps, and registration data into an interoperable digital platform to enhance transparency and ease of doing business.
