India Ministry of Coal launches 16th round of commercial coal auctions

The Indian Ministry of Coal has launched its 16th round of commercial coal mine auctions, offering 25 coal blocks across nine states, including Arunachal Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Telangana, and West Bengal. The auction includes 21 fully explored and four partially explored mines. The initiative aims to expand private participation, increase domestic coal availability, and reduce import dependence to support national energy security.

Under the current commercial framework, companies can mine coal without end-use restrictions. Foreign investors are eligible to participate via 100% foreign direct investment through the automatic route. To facilitate entry, upfront payments can be adjusted against future revenue shares.

Additionally, the Ministry handed over Coal Mine Development and Production Agreements (CMDPAs) for six mines auctioned in previous rounds: Tara (Revised), Margo West, Margo East, Mandla South, Dongeri Tal-II, and Dip Side of PKoC. These six mines are expected to generate approximately Rs 1,984 crore in annual revenue, attract Rs 1,743 crore in capital investment, and create roughly 15,700 jobs.
