India positioned as competitive green hydrogen and ammonia exporter

India is positioned to become a competitive global exporter of green hydrogen and ammonia due to its abundant and low-cost renewable energy resources, particularly solar power. S&P Global Energy analyst Matthew Hodgkinson noted that India’s cost advantages are already attracting interest from overseas buyers, with agreements already signed with European and Far Eastern markets.

Within India, the state of Gujarat is emerging as a critical hub for this industry. The state possesses significant structural advantages, including hosting approximately 40 percent of India’s refinery capacity and 30 percent of its ammonia capacity. Additionally, Gujarat manages nearly 50 gigawatts of combined solar and wind capacity and handles at least 40 percent of India’s maritime trade through its ports.

To support this growth, Gujarat finalized a hydrogen strategy in December 2025. This framework includes financial incentives and capital subsidies for early projects, such as the first 500 megawatts of electrolyzer capacity, to transition from feasibility stages to large-scale production.
