India's Parliament gears up for Monsoon session as protests warned and key bills debated

The Lok Sabha Secretariat has warned MPs against staging protests, displaying placards or carrying firearms inside the Parliament complex ahead of the Monsoon session, which runs from July 20 to August 13. Senior union ministers will meet at Defence Minister Rajnath Singh’s residence to finalise the government’s agenda, and an all‑party meeting is scheduled for July 19.

The ruling BJP is intensifying outreach to secure support for the Constitution (131st Amendment) Bill that would introduce women’s reservation in the Lok Sabha and tie it to delimitation of constituencies. With an effective Lok Sabha strength of 540, the two‑thirds majority of 360 needed is still short; estimates suggest the NDA currently commands about 293 MPs, with potential allies bringing the tally to roughly 354, still three short.

The National Democratic Alliance is set to hold a parliamentary party meeting on July 21 to finalise its legislative roadmap, while the opposition appears fragmented after splits in the Trinamool Congress, Shiv Sena (UBT) and defections to the BJP. Issues expected to be raised include the NEET‑UG paper‑leak scandal and remarks by Defence Minister Rajnath Singh on Operation Sindoor casualties.

In the Lok Sabha, a statutory resolution opposing the ordinance that increased the number of Supreme Court judges from 34 to 38 has been admitted, with a bill to replace the ordinance to be introduced during the session. The Joint Parliamentary Committee on the 130th Constitution Amendment Bill is also slated to present its report on July 17.
