India to bolster intelligence to counter terror infiltration threats

Indian security agencies are preparing for a potential surge in terror activities in Jammu and Kashmir. Intelligence assessments suggest the Inter-Services Intelligence (ISI) aims to facilitate the infiltration of 100 to 150 terrorists into the Valley over the coming months while expanding its over-ground worker (OGW) network to secure logistics and safe houses.

Proxy terror groups have reportedly been circulating threat messages targeting Kashmiri Pandits and migrant workers, warning them against remaining in the region. Officials noted that these groups have gathered precise personal information, including residential addresses and phone numbers, of these populations.

To counter these evolving multi-front security threats, including surveillance and information-gathering networks, India is planning to establish a unified intelligence grid. This initiative aims to enhance the operational capabilities of intelligence agencies and move beyond pre-emption to more robust counter-intelligence measures.
