India's ISRO to Fit 100,000 Fishing Vessels with Satellite Transponders
The Union Department of Fisheries has approved the nationwide rollout of the Vessel Communication and Support System (VCSS) under the Pradhan Mantri Matsya Sampada Yojana (PMMSY). The programme will equip one lakh (100,000) marine fishing vessels with satellite‑based transponders at a total cost of Rs 364 crore, with the devices provided free of charge to eligible fishermen. Funding will be shared 60:40 between the Centre and the states, while Union Territories will receive 100 % central assistance. The VCSS platform has been indigenously developed by the Indian Space Research Organisation (ISRO).
ISRO’s accompanying mobile application, “Nabhmitra”, will be offered in regional languages and will provide periodic position reporting, two‑way messaging, SOS alerts, geo‑fencing boundary warnings, weather and cyclone advisories, Potential Fishing Zone updates, navigation help and an e‑Token/Trip‑Declaration system. The system is expected to speed up rescue operations during extreme weather and to warn Indian boats before they inadvertently cross into neighbouring territorial waters. Infrastructure for the rollout has been planned at 423 Fish Landing Centres out of 1,547 notified centres, with the highest concentrations in Andhra Pradesh (350 centres), Tamil Nadu (301) and Kerala (204).
