The Andhra Pradesh High Court ruled that withholding payments to contractors for Pulivendula Area Development Authority projects is not justified merely because a Vigilance and Enforcement inquiry is pending. Justice K Srinivasa Reddy ordered bills up to ₹25 lakh be paid within four weeks and larger bills within eight weeks, allowing recovery later if irregularities are found.
