Indian Railways clarifies lower berth and luggage rules

Indian Railways has specific regulations regarding seat allocation and luggage storage to ensure passenger convenience. Under current rules, passengers on a lower berth do not have exclusive rights to the space beneath it. Passengers traveling in middle and upper berths are also permitted to use that space for their belongings through mutual agreement.

If luggage space under seats is full, smaller bags can be placed on coach luggage racks, while larger items should be kept in designated areas near coach entrances. Heavy or oversized luggage must be officially booked in the luggage or parcel van.

Regarding seat allocation, Indian Railways provides priority for lower berths to senior citizens, pregnant women, and women aged 45 and older. While the reservation system attempts to allot these seats automatically based on availability, it is not guaranteed. Specific quotas are maintained per coach, such as 6 to 7 lower berths in Sleeper Class and 3 to 5 in 3AC, to accommodate these priority groups.
